feat: ESLint 9 с flat config и поддержкой React 19
- Создан eslint.config.mjs с полными правилами - Добавлены комментарии на русском языке - Настроены плагины: React, TypeScript, Hooks, A11y, Import, Jest, Prettier - Игнорирование конфигурационных файлов
